Posted September 17, 2003 St. James Island Overlay Community Input Workshop September 30, 6:00 to 9:30 PM Chilis Hall, Lanark Village St. James Island is the Eastern end of Franklin County, basically between the Carrabelle to the Ochlockonee Rivers. The future of this area will be determined in part by the provisions of the Franklin County Comprehensive Plan, the proposed St. James Island overlay map and policies, land development regulations, economic forces and by what the current and future property owners choose to do with their properties. When an architect designs a building or a planner wants to develop a new community, they begin with a "program" that describes what they want and identifies factors to consider. They then work with the client to develop the desired design or plan. There will be a St. James Island Overlay Community Input Workshop on September 30. This will be an opportunity for residents, agencies and others to express their hopes and concerns about the future of St. James Island. The product will be the beginning of a "program" for the future. The St. Joe Company will utilize this input, reports from the other Community Planning Workshops, site analysis, principles from other successful communities and more to develop a proposed Overlay Map and Policies for St. James Island. St. Joe has committed to constructively involve the public in a series of meetings and workshops during the overlay development process. The public will also have an opportunity to assess and offer suggestions for the resulting Overlay Map and Policies at a Community Consensus Seeking Meeting in January '04. The report from this workshop and St. Joe's Proposed Overlay will be presented to the Franklin County Commission for review and possible adoption, modification or decision to not adopt it as part of a Comprehensive Plan Update amendment.
